Effective activism means knowing your enemy
The following is a list of reported major activist, financial, and material supporters of the Safe Haven Baby Box Movement, posted by state, county, and/or city. This list is not comprehensive. It focuses on activist, political, and civic organizations; churches, and ministries; and charitable organizations and foundations. Individuals also support local initiatives, but unless their support is substantial, they are not listed.
Some large donors have been identified only as “anonymous,” and we have not included them. For the most part, we have also not included in-kind donations such as construction materials, landscaping, etc. Local politicians and legislators support SHBB initiatives since, well . . . nobody wants to be labeled “a baby killer,” which is what happens if they don’t. Of course, some supporters are well-intentioned but just clueless.
All legislation is supported by Safe Haven Baby Boxes, Right to Life, similar organizations, and the Knights of Columbus. We have designated when known, which local/state “pro-life” organizations and Knights of Columbus councils work with SHBB. According to Monica Kelsey, founder and CEO of SHBB Inc, at least 75% of their boxes have KC “hands on them” somewhere.
Otherwise. we post “Right to Life” or “Knights of Columbus” when that is the only designation in local reports. We assume those local affiliates support but do not list them since there is no documentation
Some states listed below do not currently have baby boxes; some have installed boxes without an amendment to their state law. See the map of U.S. states that have baby boxes or that have legislation authorizing installation.
According to SHBB Inc’s Pam Stenzel, the company is working in Oregon, Washington, North Carolina, South Carolina, Connecticut, and Georgia in the up coming 2025 legislative session. Relevantradio.com, July 11,2024. (Marker: 14:00) Listen to the entire interview for the SHBB Inc agenda and quite frankly lies regarding reproductive rights and justice. .
All information is taken from public online sources and is subject to change and correction.
Note. Nearly every “pro-life” and evangelical and Catholic “pro-life” organization in the United States today actively opposes the restoration of the civil right of all adopted persons to obtain their original birth certificates and other state-held records about themselves. These same organizations support Safe Haven Baby Boxes. They believe that if an adult adoptee receives their OBC and other information about their origins women today will seek abortions to hide their dirty little secret. SHBB Inc sloganeers “Women demand anonymity,” and tell adoptees who disagree that they should just shut up and be grateful they were dumpsterized.

State and Local Governments by State
Safe Have Baby Boxes, Inc claims that taxpayers don’t foot the bill for boxes–they don’t take or seldom take public funds. Here is a list of taxpayer money that has funded the movement. We are sure that many cities, townships, and counties have contributed public funds to pay for baby boxes or corpo expenses but that is difficult to trace. Below is a list of what we know:
| State | Location | Grantor | Amount | Year | Category | Notes |
|---|---|---|---|---|---|---|
| Alabama | Cullman | Cullman City Council | $20,000 | 2025 | Grant to pay for SHBB | Unnamed Federal grant to city to fund SHBB. Money might be recouped by private donations |
| Foley | Foley City Council | $16,000 | 2025-26 | To fund SHBB | ||
| Helena | Tallapoosa County Commission | $15,000 | 2025 | To fund SHBB in Helena | ||
| Arkansas | State-wide | State Legislature/Arkansas Dept of Human Services | $250.00 | 2024 | Grants to pay up to 50% of costs that meet statutory require-ments | |
| Florida | Cold Lake | Cold Lake City Council | $25,000 | 2024 | To fund SHBB | Seed grant from Bonnyville Health Center |
| Duval Cty | Jacskon-vill e City Council | $315.00 | 2026 | |||
| Indiana | State-wide | State Leg. | $1,000,000 | 2022 | Grants to individual communit-ies to install and promote SHBB | |
| Beech Grove | Beech Grove City Council | $17,000 | 2023 | To fund SHBB installation in township | Money taken from federal COVID-19 Response Funds | |
| IN Dept of Homeland Security | Bloomington | $10,000 | 2024 | Grant to fund SHBB at fire depart-ment’s Mobile Integrate Health Unit at new fire station location | Original SHBB was shut down when fire station was flooded | |
| Missouri | State-wide Big River | State Legislature Big River City Council | No limit set on allocated funds. $10,000 matching for each box | 2025 | To fund SHBB | In 2025 Missouri HB101 created a Safe Place for Newborns Fund which consists of funds appropriated by the Missouri legislature and gifts and bequests to be used solely for the installation of “newborn safety incubators. Taken from PropositionSafety Bond Issue |
| Montana | State-wide | State Legislature | $160,000 | 2025 | $160,00 to pay for installation and maintenance of baby abandonment boxes; no more than $20,000 can be granted per applicant. | |
| New Mexico | State-wide | NM Governor | $330,000 | 2022 | Grants of up to $10,000 each to communities to pay for installation of SHBB. Limited to 1 county each. | NM has no SHBB law, but installs them under Home Rule. |
| Lea County | Lea County Commission | $10,000 | 2025 | To pay for box in Lovington | ||
| Ohio | Union Township | Union Township Trustees | $16,000+ who knows how much | To pay for SHBB Box and more | Chris Hicks has done a lot of work on this. The trustees paid for the box, the addition of a new firefighter to babysit the box to comply with Ohio law, and the legal cost that followed when Hicks turned them in to the state. Chris believes the township spent around $100,00 on everything. | |
| Texas | San Antonio | SA City Council | $438,000 | 2023 | Funds for installat-ion and promotion of 12 (now decreased to 10) SHBBs. | As of this date no box has been installed; reported problems regarding contract between SHBB Inc and SA City Attorney |
- “Anonymous ” from Baldwin County (donated approx $160,000 for 10 boxes to be located throughout the state)–later identified as The Kids to Love Foundation–which promises to fund as much as is needed–funds for 1st boxes donated by Curtis and Dawn Pilot in memory of daughter Nikki Pilot Carlisle.* Early in 2024 SHBB Inc dissolved its financial relationship with Kids to Love after suddenly discovering it is an adoption agency (!). Madison and Prattsville boxes were already installed, probably with Kids to Love funds.
